Dallas Cowboys QB Sam Howell is expected to be the starting quarterback for the Cowboys in their preseason opener against the Seahawks, according to The Athletic's Jon Machota on Saturday, Aug. 15. QB Joe Milton III is expected to play the entire second half, per Machota.
